Ho. 4 comprises 67 houses as fol- -lows:- "Holyfood" (detached house) "Woolari" (detached), Lyeerun Villas (6), Granville Avenue (8), Cordon Terrace (8), Cameron Terrace (8), Hankow Road (1), Ormsby Terrace (7), Nathan Road (7), Canton Villas (3), Salisbury Avenue (13), Knutsford Terrace (16), Bay View (2) Victoria View (6).
I consider that the houses comprised in these returns fully represent the respective districts and supply the information desired as to increased rentals.
With regard to No. 3 (Victoria - Eastern), I desire to explain that a return dealing with some 244 houses (showing an increase of 11.96% in 10 years) previously made has been replaced by one for the above 73 houses. On analysing the former it was obvious that, for the purpose on hand, it was unsuitable. A house- -to-house visitation was the only means at my disposal by which the list could be checked, and this was carried through. It dis- -closed the fact of the following occupation, occupied by Chinese tenants (176), Japanese (5), Malay (1), Europeans (47 including 6 Portuguese tenants), Government (2), Godowns (10), vacant (3). The list of 73 European houses which was substituted for the foregoing "Eastern" list is a representative one. Each house has been visited, and the tenant in each case is European.
Ascertained Average.
re (a). The average increase from 30th. June, 1902,
to 30th. June, 1912, for the three Hongkong districts combined is 32.75%, Kowloon for the same period being 43.82%. Hongkong and Kowloon combined show an increase of 34.62.
re (b). The average increase from 1st. July, 1914,
to 1st. July, 1912, for the three Hongkong districts combined is 27.69%, Kowloon for the same period being 23.75%. Hongkong and Kowloon combined show an increase of 26.93%.
re (c). The average increase from 1st. January, 1902,
to the present date (i.e. any date from and including 1st. July, 1912, to and including 31st. December, 1912) for the three Hong konį -
